The request digest of a decision request, as Mandaitor computes it: the
SHA-256 of the RFC 8785 form of the contract, the tenant, the agent, the
action, the resource, the facts and the audience. mandate_id and
purpose are not part of it. The authorization carries it, and the
enforcement point redeems the authorization with it.
